在全县综合治税工作会议上的讲话

同志们：
经县委、县政府研究决定，今天在这里召开全县综合治税工作会议，主要目的是部署全县社会综合治税工作，进一步强化税收组织工作，切实增加全县财政收入。
这次会议召开前，我和财税部门负责同志对综合治税工作进行了会办研究，制定出台了?关于实行社会综合治税加强税源控管工作的通知?、?关于成立全县社会综合治税领导小组的通知?和?全县社会综合治税工作考核方法?的文件。并且专门向县委、县政府主要领导进行了汇报，主要领导对该项工作高度重视，非常支持，x县长亲自参加会议，还要作重要讲话，希望大家认真抓好落实。根据会议安排，我先讲几点意见。
近年来，在县委、县政府的正确领导下，在全县各镇区各部门的共同努力下，全县财税工作不断登上新台阶，财税收入保持平稳较快增长的态势。今年1-5月份，全县完成公共财政预算收入xx亿元，%，%，%，%，税收占公共财政预算收入的比重为81%。从总体上来说，财税工作是按序时稳步推进，取得了可喜的成绩。但是在看到成绩的同时，我们也要清醒地认识到，当前我县财政工作中还存在不少困难和问题，主要表现在：公共财政预算收入总量仍然偏小，增幅处于全市中游，财税收入的质量也不高；全县民生和根底设施建设欠账多，根本公共效劳保障能力不强，面临着开展经济与改善民生的双重责任等，解决这一系列的矛盾政府尚需要更大更多的地方财政投入，也离不开更有力的财政保障和支撑。鉴于当前的形势，为确保圆满完成各项工作任务，争取更大的财力保障，必须进一步加大税收工作组织力度，全面实行社会综合治税。

社会化综合治税是一项创新性的税收征管方式，主要内容是通过相关部门和社会各届“上下左右〞全方位的联系，建立完善的税源控管立体交叉网络，实现治税信息的及时传递与交换。其目的，是进一步加强地方税源控管，提高税收管理质量，实现税款征收工作的法制化、标准化，最大限度地减少各种税收流失，确保地方财政收入稳步增长。客观的讲，我县在综合治税这方面确实滞后，没有摆上议事日程。这一块流失的全是实体税收，真金白银。在当前的经济形势下，开展综合治税具有重要的现实意义。随着各镇区公共财政预算收入的总量增大，但是可用财力的占比却有下降的趋势，完成任务的难度也越来越大。１－５月份，w家镇区有x家没能完成下达的序时任务。当前，我们正在奋力冲刺“双过半〞，各镇区、各部门要提高认识，以开展综合治税为契机，切实加大财税收入组织力度，确保顺利实现“双过半〞任务。

一要突出做好涉税信息平台建设
一是有关部门要抓好涉税信息的采集和传递。各有关部门要紧紧盯住那些涉税工程多、税源多的重要部门、重要单位、重要行业和重要区域，要采取多种形式重点采集涉税信息，着眼于提高信息采集的质量和效率，把工作任务落实到事业心强，责任心强，工作能力强的人员身上，也可以考虑培训专门的信息员，发现信息要按照文件要求及时地传递到综合治税领导小组办公室。关于有关部门需要提供的信息内容，已经形成文件发到各部门手中，各部门一定要对号入座，全力搞好配合。
二是税务部门要抓好涉税信息的整理。国税、地税部门要加强内部信息整理机构建设，按照?税收征管法?及有关法律法规的要求，根据社会化综合治税信息处理的实际需要，设计好税收征管业务流程，抽调专门工作力量，固定下来，专门从事信息整理工作，将涉税信息变成控制税源，组织收入的依据。要综合协调各方面的关系，共同搞好对各类涉税信息的审核、界定，确保执行前的信息符合有关政策，符合实际情况，最终能够有效地表达在税收上。
三是抓好涉税信息的征收和反应。涉税信息提炼为计税依据后，税务及有关部门要抓紧通过组织征收或代征代扣等形式，使之尽快反映到财政增收上，严禁行动缓慢造成税款流失。对每一条涉税信息的整理使用情况，税务部门都要及时地向信息采集单位反应，确保信息落实到位。

二要逐步拓宽社会综合治税领域
一是在行业上延伸。部门之间要通力配合，全力捕捉涉税信息。下大力气确保抓好交通运输业、建筑安装业、房地产业等“重量级〞税源。同时，进一步向工业企业、商贸企业、社会效劳业等重点行业延伸，向新兴的中介机构、广告公司、装饰公司、家教、培训等行业延伸，不断拓宽税源控管渠道，着力加强对重点税源、新兴税源的控管，逐步建立覆盖各行各业的社会化综合治税网络。
二是在税种上延伸。当前，我县绝大多数企业具有较好的纳税自觉性，能够协助税务机关做好企业内部税源监控工作。政府采购和集中支付资金中的应税款项做到了应征那么征，行政事业单位职工工资个人所得税也实现了代扣代缴。但其他税种如中小企业企业所得税、个人所得税、营业税、车船使用税等，仍普遍存在征管不完善、不标准、不到位的问题。政府有关专业部门在办理经济业务、支付应税款项时，还没有做到应收尽收。实行社会化综合治税就要抓好这些税种的控管，掌握税基，控制税源。
三是向盲区延伸。随着市场经济体制的逐步完善，特别是事业单位改革的逐步深化，要逐步把原来的一些税收征管盲区纳入征管范围。综合治税要积极向盲区延伸，消灭“关系税〞、“人情税〞，依靠部门和社会各界的配合，消除盲区，实现堵漏增收。

一是建立工作协调机制。一方面，要建立税务系统内部工作协调机制。国税、地税部门要结合各自业务，搞好内部协调，各相关科室和单位既要分工负责，又要密切配合，齐抓共管，形成一个有机的工作整体。另一方面，要建立部门之间工作协调机制。要建立每月一次的部门联席会议制度，定期召开部门联席会议，认真汇报有关工作，及时通报社会化综合治税进展情况，通过联席会议协调处理各类重大问题。税务部门要积极开辟与相关职能部门的沟通联系渠道，认真总结有关部门、单位的涉税信息交流情况、征收情况、收入增加情况，及时向政府汇报，向各部门反应，向社会公布，以提高部门配合的积极性。要建立涉税问题处理跟踪制度，对发现的所有涉税问题，都要靠上检查，跟踪处理，防止采集信息不利用，发现问题不处理，影响部门和社会各届提供涉税信息的积极性。
二是建立委托代征机制。实行委托代征税款，不是在帮税务部门干工作，而是大家应尽的共同职责。税务部门要尽快与各镇区、各有关部门签订委托代征协议，尽快研究制定委托代征管理方法，按要求及时兑现委托代征手续费，充分调动各镇、各部门委托代征的积极性。要强化委托代征纪律，加强委托代征的清理检查，对委托代征单位违反法律和政策规定，擅自停征、多征、少征、缓征、搭车收费以及截留、挪用税款等违法违纪行为要从严查处，切实维护税法的严肃性。
