5、健全医患沟通制度，完善医患沟通内容；加强对医务人员医患沟通技巧的培训，提高医患沟通能力
〔二〕落实护理职责，改善护理服务
l、夯实基础护理。落实临床基础护理项目及工作标准，标准护理行为，改善护理服务。
2、强化护理内涵。落实临床护理服务内涵、服务项目和工作标准，分级护理的服务内涵、服务项目要包括为患者实施的病情观察、入院告知，探视告知作为向患者公开的内容，引入患者和社会参与评价的机制。
3、深化优质护理服务。落实临床护士护理患者实行责任制整体护理，使责任护士对所包干的患者提供连续、全程的护理服务，增强护士的责任感，密切护患关系。
4、优化生活护理。落实为患者提供满意的生活护理，扭转由患者家属或自聘护工承担患者生活护理的局面，减轻家属及患者负担。
5、开展优质护理服务住院病人满意度调查问卷，通过开展调查分析，找出护理工作中存在的问题及薄弱环节，积极进行整改。
6、强化护士开展健康教育意识，实行责任护士负责制，健康教育覆盖率≥9 5％。
三、合理调配人力资源，充实临床护士队伍。
1、充实临床一线护士队伍，最大限度地保障临床护理岗位的护士配置，临床护士占护士总数的比例不低于95%，床护比不低于1:。
2、结合实际探索实施护士的分层管理，采用以临床护理工作量为基础的护士人力配置方法，并依据岗位职责、工作量和专业技术要求等要素实施弹性的护士人力调配。
