摘    要:
基于海洋经济系统内涵, 从海洋产业、海洋科技、海洋资源、海洋环境子系统, 利用集对分析法和模糊物元分析模型对2007—2014年辽宁省海洋经济系统对海洋强进行了分析。结果表明: (1) 2007—2011年辽宁省海洋经济系统对海洋强国战略适应性表现为缓慢上升, 2012—2014年呈波动上升趋势。(2) 海洋科技系统、海洋资源系统适应性水平呈上升趋势, 而海洋环境系统、海洋产业系统却呈下降趋势。(3) 辽宁省加大了海洋科技投入, 促进了海洋经济快速发展, 并提高了海洋资源利用效率, 但也导致了海洋环境质量下降。(4) 面对国家实施海洋强国战略目标下辽宁省应统筹海洋经济系统空间布局, 大力发展海洋战略性新兴产业, 使其能够真正融入海洋强国战略体系当中。

Adaptability of Marine Economic System to Strategy of Marine Economic Power——Based on Liaoning Province

Abstract:
Based on the connotation of marine economy system, subsystem from the marine, marine science and technology subsystem, subsystem of marine resources, and marine environment subsystem, this paper used set pair analysis and fuzzy matter element analysis model to analyze the adaptability of Liaoning Province marine economy system between the marine economic system to the strategy of marine economic power. This paper found that: (1) From 2007 to 2011, the marine economy system of Liaoning Province showed a slow rise in adaptability to national oceanic strategy, from 2012 to 2014 the trend of fluctuation was on the rise. (2) The marine science and technology, marine resource system were on the rise in the adaptability level measure. While the marine environment and marine industrial system were showing a downward trend. (3) The rapid growth of marine economy in Liaoning Province derived from increased investment of marine science and technology, led to utilization efficiency of marine resources was improved, but it also led to a decline in the quality of the marine enviro
