摘要
内蒙古资源丰富,有着大量的土地资源、矿产资源、森林资源、草地资源和动植物资源。然而,经济的发展使得生态环境面临的形势非常严峻,因此,研究内蒙古工业“三废”排放、制定循环型绿色发展战略,促进生态与经济、政治、社会、文化的协调发展对实现内蒙古生态文明建和工业发展具有重要的现实意义。
论文结合内蒙古工业“三废”的排放现状以及企业可持续发展相关理论,以内蒙古工业各行业为研究对象,对内蒙古经济发展、工业“三废”排放量及工业“三废”治理现状进行分析并重点分析了内蒙古环境问题,提出了相应建议。

Abstract
The rich resources of Inner Mongolia, there are a large number of land resources, mineral resources, forest, grassland resources and animal and plant resources. However, the development of economy makes the situation facing the ecological environment is very serious, therefore, the research of Inner Mongolia industrial "three wastes" emissions, set up circular green development strategy, promote ecological and economic, political, social, cultural coordination development to achieve ecological civilization construction in Inner Mongolia and industrial development has important practical together with the present situation of Inner Mongolia industrial "three wastes" emissions, as well as related theory, sustainable development of enterprises of industrial industries in Inner Mongolia as the research object, the economic development of Inner Mongolia, the industrial "three wastes" emissions, and analyzing the present situation and problems of the industrial "three wastes" treatment and environmental problems in Inner Mongolia were analyzed, corresponding Suggestions are put forward.

前言
经济的发展在惠及人类的同时也带来了严重的环境问题,探索经济与环境协调发展的理论和途径已成为世界各国面临的共同问题。新世纪以来,内蒙古依托丰富的矿产资源发展工业化,呈现出“快速发展,持续污染”并存的局面,走可持续发展的新型工业化道路将是未来的最佳选择。目前为止,尽管内蒙古工业环境污染还没有恶化到阻碍经济的发展,但仍应当未雨绸缪提高警惕,经济的发展不能急于求成,不能一味地追求高速增长而重蹈其他矿产资源大省的覆辙,内蒙古自治区只有走可持续发展的新型化工业的道路,加快循环经济的脚步,环境得到保护才能为经济发展提供更好的服务,才能使环境资源发挥促进经济增长的作用,从而真正实现环境效应和经济效应的双丰收。
第一章研究背景与意义

1973年,中国诞生了第一个关于环境的标准—《工业“三废”排放试行标准》。1979年,中国通过了第一部环境保护法律—《中华人民共和国环境保护法》,这意味中国可是重视环境保护事业。2007年,中国通过了《山西省重点工业污染监督条例》,这部条例是作为地方性的环保法规的开端,法律的出台表示,对其的重视程度有着进一步的发展,而且一定程度上为环保事业的发
