——以地方政府放宽房地产限购事件为例
[摘要] 良好的地方政府形象是政府拥有的无形财富,同时也是政府职能得以发挥的重要前提和降低行政成本、提高行政效率的有效手段。政府的诚信建设作为政府形象塑造的重要组成部分其建设的成败决定政府在公众心中形象好坏。然而从目前情况来看,地方政府诚信缺失现象严重,特别是在房地产调控上有些地方政府政令不一,朝令夕改,诚信法制的缺失等严重损害了地方政府形象。本文运用行政学和政治学的相关理论,阐述地方政府在形象建设方面存在的问题,深入剖析部分地方政府在房地产领域的失信行为,挖掘地方政府失信的原因,并力图从政府诚信的视角为地方政府在房地产领域良好形象的塑造提出自己的一些对策建议。

[Abstract] The good image of the local government is a government-owned intangible wealth, is also an important prerequisite for the functions of the government to play an important role and to reduce administrative costs and improve an effective means of administrative efficiency. The Government of the integrity of the building as the image of the government to shape an important part of building the ess of the decision in the public mind the image of good and bad. From the current situation, however, the lack of integrity of the local government is serious, especially the decree of some local governments vary in the real estate regulation, rapidly changing, the lack of integrity of the legal system seriously damaged the image of the local government. In this paper, the administrative and political science theories to explain the problems of local government in terms of image construction, in-depth analysis of the dishonest behavior of some local governments in the field of real estate, mining local government dishonesty and trying to integrity from the government perspective local government in shaping a good image of the real estate field to make their own suggestions.
