摘要:绿色壁垒是指在国际贸易领域,一些发达国家凭借其科技优势,以保护环境和人类健康为目的,通过立法,制定繁杂的环保公约、法律、法规和标准、标志等形式对国外商品进行的准入限制。它属于一种新的非关税壁垒形式,已经逐步成为国际贸易政策措施的重要组成部分。中国加入WTO后,中国的纺织企业将面临新的机遇和挑战,“绿色壁垒”正取代关税壁垒成为中国纺织品进入国际市场的最大障碍。笔者通过分析我国与国际的纺织品出口现状,结合我国的经济发展局势,讨论了绿色壁垒对我国纺织品出口的影响,并就政府和企业提出了几点应对的措施。

ABSTRACT:Green barriers means that some developed countries pass legislation and build plex environmental conventions, laws, regulations and standards, signs and other forms of quasi-modities e limit, by virtue of its technological advantages for the purpose of protecting the environment and human health, in international trade. It belongs to a new form of non-tariff barriers, has gradually e an important part of policy measures in international trade. While join into WTO, China's textile enterprises facing a new opportunities and challenges. Chinese textile tariff barriers is replaced by "green barrier" ,to be the biggest obstacle for entering the international market. Through analysis of the textile trade between China and the international status quo, with China's economic development situation, discussing the green barriers on the impact of China's textiles export and put forward several measures for government and business.
