摘要
摘要:“第三方物流”是80年代中期由欧美提出的。目前世界范围内的第三方物流业发展迅猛,欧洲、美高,物流管理和物流技术日臻完善。近年来,我国的第三方物流得到了长足发展。我国的第三方物流企业主要是一些原来的国家大型仓储运输企业和中外合资独资企业,目前我国已建成由铁路、公路、水路、航空和管道5种运输方式组成的综合运输体系。我国的烟草物流是烟草行业的核心业务,是中国烟草面向未来提升核心竞争力的重要支撑。经过多年的努力,行业现代物流建设水平得到了明显提升,商业卷烟物流配送体系已经建立,工商一体化建设有了新突破,物流基础工作得到了进一步加强,物流队伍素质有了明显提高。为不断提高中国烟草整体竞争力发挥了重要的支撑和保障作用,为了做到资源配置的最优化和促进烟草物流的发展,主张大力发展专业化的独立于市级公司法人之外的第三方烟草物流公司,如面向社会的第三方烟草专业物流或多种经营连锁物流。他们对烟草物流的发展将起到非常重要的作用,从宏观上来说,有利于优化资源配置,避免资源浪费和基础设施重复建设;从微观上来说,有利于降低内部成本,提高运作效率,以此来增强烟草物流的竞争力。通过分析绵阳烟草专卖局和绵阳邮政速递的合作,烟邮合作是贴近客户、贴近市场的合作。坚持提高服务能力、增强服务效率,坚持优化物流与延伸服务并重、节约成本与提升服务并重、规避风险与确保效益并重,坚持边试点、边总结、边推广,使绵阳烟草物流和绵阳邮政速递都达到双赢的目的。
