Under the influence of open market environment, some corresponding changes are emerging in the real estate field. With the rising housing prices and g radually expanded contradictions between resident e and housing prices, housing problems e a barrier of economic development and social stability. In 2007, the State Council promulgated opinions about resolving the housing difficulties of low-e families in city, marking the low-rent housing guarantee system as main policy to solve the low e family’s housing problem. But, many practical problems emerged in the operation of indemnificatory system. For example, fiscal funds are not available, the indemnificatory coverage is too narrow, the setting of standards is difficult and exit mechanism is pleted and so on. These problems make it difficult to solve the housing problem of vulnerable groups. Thus, it is important and necessary to explore the various influence factors of low-rent housing operation mechanism, to establish a low-rent housing operation mechanism simulation model, to estimate the trend of its development and adjust policy timely This dissertation is on the basis of system dynamics theory, combined with the development of low-rent housing operating mechanism. It places low-rent housing under the social economic environmental, definite the low-rent housing system and build the SD model. This paper analyzes the relationship of the factors in the system, sets six subsystems: city population, social economy, low-rent housing supply,
low-rent housing demand, exit and government policy. Then the author carries on the causal analysis, draws causal relationship diagram, determines the types of variables, draws flow diagram of system and establish SD equation with the parameter determination. Meanwhile, it takes Beijing as an example, makes the structure model test, historical data test and sensitivity test, to verify the validity o f the model.
