摘要:目的:探析新医改形势下我国药品供应保障体系的构建及其实施途径,为建立
四位一体的新医药卫生体制提供参考依据。方法:采用文献法和现场访谈法获得我国药品供
应保障体系的有关资料。结果:针对我国药品供应保障体系中存在的流通企业市场集中度不
高、流通环节过多、流通方式落后,药品集中招标采购制度尚不完善、“以药养医”等问题,
笔者认为,应通过药品批发企业的兼并与重组,构建以医药电子商务为手段的现代化药品流
通体系,形成由药品生产企业、药品流通企业、零售药店数据库组成的药品电子监管系统。
实现对药品集中招标采购、配送与销售全过程的动态监管。结论:深化医药流通体制改革,
建立与完善药品供应保障体系是一项系统工程,需要政府相关部门、医药企业、社会等多方
联动。

Abstract:Objective:Analyse the construction and implement of drug supply and support
systems in China in the background of new medical reform, and provid reference for building up
new quaternity medical systems. Methods:By the way of iterature research and interview method
gain relative information of drug supply and support systems in China. Results:Aiming at the
problems that circulation enterprises are lack of concentration, the links of circulation cross much,
the ways of circulation fall behind, the systems of pharmaceutical centralized tender purchase are
not perfect, and medicine support medical etc, I think we should build up the drug circulation
systems based on merce of medical products through the mergers and
anizations of drug circulation enterprises to form drug electronic supervising systems
constituted by the data base of drug manufacturing enterprises, drug circulation enterprises and
retail pharmacies, wh
