——以警务辅助人员的职责、权限为中心中文摘要
目前,全国各地普遍建立了警辅队伍,以协助警察管理。警辅制度在
我国的产生和发展,具有其现实必要性。但现阶段,警辅人员的管理规范化程度普遍不高,这主要源于警辅制度的立法欠缺,导致警辅人员的法律地位不明确、职责权限无依据、保障标准不统一、队伍管理不规范, 严重制约了我国警辅制度发展。推动警辅制度的进一步规范化,必须完善警辅的法律制度,特别应围绕明确警辅职责权限这一中心,明确规定警辅人员可以独立从事、可以在警察带领与指导下从事、以及不得从事的事务;并从完善法律法规、夯实财政供给、构建合理体制和创新用人机制等方面采取措施保障发展定位的修正,以促进我国警辅的可持续发展。
