摘要:分析了国防科技工业相关政策法规的现状,表明其存在缺乏系统性和全面性、规范层次较低、协调性不够、
操作性不足、政策设计存在偏差等问题,提出了搞好顶层设计、完善协调机制、严格执法监督的基本思路及完善
政策法规体系、突出建设重点的具体对策。

Abstract:By a systematic research of the related policies and laws of the civil-military integrated (CMI)
national defense science & technology industry, this article analysis of the present situation ,and point
out the problems such as lack of Systemic prehensive, the relatively lower level, lack of
co-ordination and operability, etc. Then proposes the basic idea of do good in the top-level design,
complete the co-ordination mechanism and keep under strict supervision, gives the two solutions of
improve the policies and laws system and focus the key points.

国防科技工业军民融合式发展既是一个长期的战略任务,也是一个复杂的系统工程,事关国家和军队
长远发展,必须有一套完善的政策法规体系作保障,以推进国防科技工业军民融合深入、健康和持续发展。
1 我国国防科技工业政策法规体系的现状
我国国防科技工业军民融合的政策法规,随着国防科技工业军民融合的发展历程而逐步建立和不断发
展,已取得一些成绩,但还面临诸多矛盾和问题。
具备初步政策法规体系基础,但缺乏系统性和全面性,规范层次较低,权威性不足
随着
