摘要
随着新世纪的到来包含经济政治科技等因素在内的全球一体
化的冲击使世界各国都在重新审视自身在新的世界竞争格局下的地位
与发展方向知识经济的出现使知识成为了推动新一轮经济发展和社会
进步的原动力和重要的资源从本质上讲知识经济就是教育经济教
育的发展是知识经济发展的基础在教育的发展过程中中国传统的管
理方式存在一定的弊端而目标管理可以帮助中国的教育走上健康发展
的道路本文主要就教育领域中高等教育目标管理的实施进行研究通
过分析中国高等教育的发展现状同时借鉴美国新加坡以及香港澳
门台湾地区的高等教育发展经验结合上海交通大学近几年来的改革
对中国高等教育目标管理的发展和实施提出了建议
从世界各国的经济发展经验来看在教育尤其是高等教育管理方
面比较发达的国家一定会在激烈的国际竞争中赢得优势取得领先
中国在加入 WTO 后又将在高等教育服务领域的面临来自世界发达国
家冲击如何应对这种冲击是摆在中国高等教育界的一个问题本文
主要从以下三个方面进行研究
一中国高等教育的发展现状
二美国新加坡及港澳台地区高等教育发展的经验
三上海交通大学目标管理的实施
本文最后引借哈佛大学剑桥大学牛津大学斯坦福大学等世界
一流大学的价值观提出在当前的形势下中国的高等教育应当注重对
目标管理的实施全面建立多元化多层次的人才培养体系同时在中
国高等教育及高等院校的目标管理实施中应当注重战略规划的制定学
术氛围的营造评估体系的健全三个方面的关键问题

RESEARCH ON MANAGEMENT BY OBJECTIVE
IN HIGHER EDUCATION
ABSTRACT
With ing of the new century, the impact of globalization in the
field of economy, politics and technology makes all the nations reflect on their
current situation and future development path in the petitive world.
With the advent of knowledge-based economy, knowledge es the
primary driving force and indispensable resource to the promotion of the new
round economic development and social progress. In essence, knowledge-
based economy is education-based economy as the development of education
constitutes the foundation for the development of the knowledge-based
economy. There exist some problems with the traditional Chinese educational
management and management by objective (MBO) can help solve these
problems and set Chinese education on a healthier development path. This
dissertation focuses on researching the current situation of the MBO in higher
education and some suggestions are put forward on ways to implement MBO
in higher education in China through parative study of the experiences
of higher education in US, Singapore and Hong Kong, Macao and Taiwan area
