上海社区非政府组织的培育、发展与管理

摘要

二十余年来,上海社区非政府组织发展的环境发生了巨大的变化。从宏观环
境看,相继进行的经济体制改革、政治体制改革和社会改革打破了计划经济时期
由国家垄断资源和严格控制私人活动空间的格局,重构了国家与市场、国家与社
会的关系,从而为社区非政府组织的生存与发展提供了广阔的空间,而中国加入
WTO 和全球化的趋势对上海社区非政府组织的发展又将起到推波助澜的作用。从
微观环境看,一方面,社会转型时期形成了各种新的社会问题和社会需求。另一
方面,随着经济的发展,逐渐形成了一个新的社会中间层,而公民闲暇时间、自
由支配时间的增多也使公众通过社区非政府组织的参与行为成为可能。
伴随着社区建设的不断深化,上海社区非政府组织也应运而生,并且伴随着
社区的发展而不断发展。同时,社区非政府组织通过其功能的发挥,推进社区建
设,完善和健全社区服务体系,沟通政府与居民之间的关系。社区非政府组织对
于推进社区建设具有不可替代的重要作用。
但是,由于政策环境、法律环境和政府管理部门的管理思路等客观环境尚未
达到完备的程度,加之社区非政府组织作为新兴的社会组织其自身的治理结构还
不完善,社区非政府组织在功能发挥方面还存在许多问题。
总之,改革开放以来,上海作为中国经济社会发展的高地,其社区非政府组
织的发展面临前所未有的机遇,同时,也面临诸多问题与挑战。因此,就需要不
断优化社区非政府组织发展的客观环境,完善社区非政府组织的自身治理结构,
以次来培育、发展和管理社区非政府组织,使社区非政府组织可以发挥自身优势,
推动社区的发展和居民的安居乐业。

THE CULTIVATION DEVELOPMENT

SHANGHAI’S NGOS MUNITY

ABSTRACT

In recent twenty years,great changes have taken place in the
environment for Shanghai's NGOs munity development. From the
perspective of macroscopic view , economic system,political reform and
social reform have been developed essively in these years. They have
broken traditional structure of the Government's monopolizing resources
and strictly controlling private action space in former planned economy
period,restructured relationship between the Government and the market
as well as the Government and the society ,and thus provided wide space
for existence and development of NGOs munity. In addition,
China's entering WTO and current trend of globalization also promotes the
development of Shanghai's NGOs munity. From the perspective of
microscopic view,on the one hand,various new social problems and social
demands e into being in today's social transforming period;on
the other hand,along with development of China's economy,a new social
