摘要

人才问题是关系党和国家事业发展的关键问题根据科教兴市和人
才强市战略积极推进人才国际化进程是事关上海改革发展大局的重大
课题本文从理论上对人才概念进行了分析研究在对人才国际化命题
提出的背景基本内涵和主要标准进行探讨的基础上提出推进人才国
际化进程是上海建设现代化国际大都市的必然要求是上海参与国际
人才竞争的现实需要是上海实现新一轮发展的根本保证近年来上
海不仅形成了人才国际化的氛围和观念并且在引进国外智力集聚和
服务留学人员推进本土人才国际化等方面取得了显著成绩但是在人
才国际化的理念人才构成的国际化程度人才素质的国际化水准人
才流动的国际化指标人才发展的综合环境等方面还有一定的差距从
上海人才国际化的现状出发通过人才国际化的国际比较根据上海人
才国际化的目标本文认为推进上海人才国际化应当从开拓国际化的人
才市场机制探索国际化的人才管理制度完善国际化的人才发展环境
三方面着手进行并提出了相关对策措施从人才中介薪酬激励人
才评价等方面发挥市场配置人才的主体作用在管理主体和管理手段上
实现政府管理模式与国际接轨以优化环境为目标构建台

ABSTRACT

The issue of talent is a key issue concerning the development the Party
and the nation’s undertakings. To proactively progressing talent
internationalization (TI) process, which is in line with the strategy of
Rejuvenating the City with Science and Education, and talent, is a major
research topic affecting the general reform and development of Shanghai. By
analyzing the concept of talent, this essay probes into the background,
content and principle criterion of TI, proposes that promoting TI process is
the necessary requirement for Shanghai to be built into a modern metropolis,
the actual need for the city to participate in global petition, and the
fundamental guarantee to realize the objectives of Shanghai new round
development. During last few years, Shanghai has not only formed the norm
and atmosphere of TI, but also made great achievement in introducing
foreign intelligence, converging overseas Chinese scholars (and students), as
well as on the work of internationalization of local talents. heless, gap
still exists on the TI concept, internationalization level position,
petence, international standard of talent flowing, and overall
