推进上海银行卡产业发展的政策研究
摘要

银行卡经营在欧美等产业发达国家已经成为一个庞大的产业体
系,并逐渐成为现代经济中最具活力和发展潜力的新兴产业之一。我
国的银行卡产业起步较晚,目前已经初具规模,特别是随着中国银联
的成立以及各银行逐步加大对银行卡业务的投入,银行卡作为新型的
电子支付工具正在以惊人的速度深入百姓生活。发展银行卡产业是一
项利国利民的工程,对于降低交易成本、促进消费、带动相关产业发
展和提升国际形象具有重要作用。为此,近年来,各地政府日益重视
和关注银行卡产业的发展,也纷纷加大了对银行卡产业的推进力度。
2002 年,上海市政府提出了大力发展银行卡产业,建设银行卡
产业中心的战略目标,并相继出台的一系列政策举措,也取得了一定
的成效。但与发达国家相比,上海的银行卡产业在受理环境、产业规
模方面仍然存在较大差距。2005 年,国家发改委等 9 部委联合下发
《关于促进银行卡产业发展的若干意见》,进一步明确了我国银行卡
产业发展的新目标,也对上海等经济发达地区提出了更高的要求。本
文从上海的实际情况出发,在分析上海存在的主要问题和借鉴国内外
成功经验的基础上,得出了政府支持、市场竞争、行业联合的上海银
行卡产业发展基本思路,并进一步从加快建设和完善银行卡产业链、
加大力度推进受理市场建设、抓好试点和创新工作、营造健康和谐的
银行卡产业发展环境四个方面提出了上海加快银行卡产业发展的政
策建议。

THE POLICY STUDY ON PROMOTING SHANGHAI’S
BANKCARD INDUSTRY

Abstract

In developed countries, bankcard business has developed into a giant
industry and became one of the most dynamic and potential new
emerging industries in modern economy. Bankcard industry has just
begun to develop in China lately, and now is taking shape. The
development of bankcard industry is a project beneficial to both the
nation and its people and plays a pivotal role in reducing transaction costs,
enhancing consumption, bringing about the development of relevant
industries and improving international image. Therefore, in recent years,
local governments in different regions are putting more importance and
paying more attention to the development of bankcard industry.
In 2002, Shanghai municipal government brought forward the
strategic goal of developing bankcard industry and establishing bankcard
industry office. However, compared with those in developed countries,
bankcard industry in Shanghai still lagged behind in dealing conditions
and industry scale. Based upon the analysis of major problems faced by
Shanghai and of the essful experience at home and abroad, this essay
comes from the actual conditions
