第三部门与上海青少年事务管理模式创新研究
摘要
当前,青少年事务管理呈现出第三部门广泛参与的共同趋势。在世
界许多国家和地区,数目庞大、种类繁多的第三部门通过组织、参与各
类青少年项目,活跃于与青少年密切相关的社会事务的各个领域。它们
在影响政府青少年政策的决策,为青少年提供高质量的公共物品和服
务,满足不同青少年群体的多样需求等方面发挥了巨大的作用,从而有
效地弥补了政府青少年事务管理的不足,成为联系政府与青少年的桥
梁。
在我国,伴随着政治、经济体制改革和社会管理方式转变的推进,
国家从对社会的全面控制中部分撤退出来,政府与市场之间留下了广阔
的空间,第三部门获得了快速的发展。但是,第三部门参与青少年事务
管理却进展缓慢:一方面,青少年群体内部分化日趋鲜明,不同的青少
年亚群体的价值观念、生活方式、利益需求各不相同,需要各类组织提
供多样的服务;另一方面,政府采用严格的管理方式控制第三部门组织
的发展,限制了第三部门对公共事务的参与。
本文通过对国内外第三部门参与青少年事务管理现状的观察和描
述,透视了我国青少年事务中第三部门发展的不足与制约因素,提出了
第三部门培育的具体措施和上海青少年事务多元主体合作治理模式的构
想:建立第三部门与政府之间的合作伙伴关系,发挥各自优势,分工承
担青少年事务。

MANAGEMENT MODEL INNOVATION IN SHANGHAI
ABSTRACT
Currently, third sector extensively is involved in the teenager affairs
management. Numerous and various third anizations are engaged in
different social affaires related to teenagers anizing and joining in
various projects in many countries and regions in the world. They perform
important functions in influencing government’s teenager policies, providing
high quality public goods and services to teenagers, and meeting different
teenager groups’ diverse needs. They have e a bridge between
government and teenagers and have effectively filled in the gap of
governmental teenager affairs management.
In China, with the political and economic system reforming and social
transformation, the government has withdrawn partly from the wholly
controlling the society. Due to the wide space between the government and
the market, the third sector has developed rapidly. However, the step of its
participation in teenager affairs management is slow. On one hand, the inner
differentiation in teenager groups has gradually broadened with different
values, life styles, requirements, so that they need various service by diverse
organizations; on the other hand, the third sector’s participation in pub
