摘要
本文以上海建设现代化国际大都市为背景,紧密围绕本市社会经济
新一轮快速发展,产业结构进一步调整优化的宏观态势,针对本市建设
国际经济、金融、贸易和航运中心的城市定位,在人力资源理论指导下,
结合自身的工作,将研究重点聚焦在职业技能人才队伍上。
本研究从本市社会经济发展呼唤高素质的职业技能人才,但现实的
职业技能人才队伍无论质与量都不能满足要求的矛盾问题入手,依据国
内外权威人物和学者具有价值的理论与观点,阐明职业技能人才开发的
重要性与紧迫性。同时,文章对国际相关经验进行比较,分析美国、英
国、澳大利亚、德国、韩国的职业技能人才开发的不同模式和特点,介
绍各国在职业技能人才开发方面的主要做法和值得借鉴的经验。
在理论分析、国际比较研究的基础上,本文运用 SWOT 分析方法
分析探讨现阶段我市职业技能人才开发与改革的优势、劣势、面临的机
会和威胁与挑战。最后本文较全面地从政府的规划与调控、全社会树立
科学人才观、加强法制建设、推广国家职业资格证书制度、发挥行业和
企业的主体作用、加强职业教育和培训体系建设、注重高技能人才开发、
实施农村劳动力转移培训等方面提出一系列对策举措,为本市进一步加
强与重视职业技能人才开发的战略取向和总体思路提供参考。

THE RESEARCH OF DEVELOPING
QUALIFIED PROFESSIONAL TECHNICAL WORKERS
IN SHANGHAI
ABSTRACT
Under the direction of the theories of human resources and personal
working practice, this thesis focused on building qualified professional
technical workers in Shanghai. In writing this thesis, the following factors
were taken into consideration: the booming development of a new run of the
economy in Shanghai; the macro-adjustment of the further upgrading of the
industrial structure; the target of the city planning: being the international
economic centre, the financial centre, the trade centre, and the transportation
centre.
The importance and the necessity of developing qualified professional
technical workers were elucidated in this thesis by quoting the theories and
views of some authorized scholars both at home and abroad and by analyzing
the striking contrast between the great demand of qualified professional
technical workers from the booming development of social economy and the
embarrassing lack of those ideal workers either in its qualities or in its
quantities. Meanwhile, some major practical measure and valuable
experience from other countries were introduced paring the
