不同政府支持力度下企业孵化器运行效率的评估

摘要

企业孵化器是上世纪 50 年代诞生于美国的一种新的社会经济组织
形式,我国在上世纪八十年代建立了第一个企业孵化器,20 年来企业孵
化器为我国的经济发展做出了突出的贡献,主要体现在对于高科技企业
的扶持与资助上,为我国高新技术企业的发展提供了很好的前期的生存
环境。
针对企业孵化器评估的研究已经比较多,但是针对企业孵化器的在
孵企业的孵化绩效的研究还不是很充分。本文根据企业孵化器整体的情
况,按照投入产出的角度来分析哪些企业孵化器的投入产出是合适的,
哪些存在投入不足或者产出的不足,根据上海市 15 家国家级企业孵化器
的数据来做了案例分析。除此之外,文章还从政府投资的角度,探讨不
同支持力度各种在孵企业的孵化绩效如何,建立了评价这些不同分类的
企业孵化绩效的评估指标体系,并且同样以上海市 15 家国家级的企业孵
化器的在孵企业数据作为案例分析,并且分别从不同行业、不同经营性
质、是否为高新技术企业等角度将企业分类后按照建立的评价指标体系
做出了相关的评估,给出了哪些类型的企业的孵化效果好一些,从而企
业孵化器在选择入孵企业的时候给予一定的参考。

RESEARCH OF EVALUATION SYSTEM OF THE
INCUBATING PERFORMANCE WITH DIFFERENT
SUPPORT OF THE GOVERNMENT

ABSTRACT

Business Incubator is a new socio-economic form anization, which
was born in the United States in the 1950s.
Fist Business Incubator was introduced to China in 1980s and the
Business Incubators contribute a lot for the development of Chinese
economies, especially in providing good developing environments for hi-tech
enterprises in their early survival step.
A lot of research has been taken in the area of evaluation of the Business
incubator performance by early researchers. But the research of the
evaluation of the performance of enterprises in the Business is scarce.
Business Incubator as a whole, according to the input-output analysis
point of view of what business incubators input and output is suitable, while
there exist insufficient input or inadequate output. There is case study which
is made by DEA method with the data in the 15 state-level Business
Incubators in Shanghai.
In addition, how different kinds of support in the business incubator
