摘要
公立医院集团化是当前我国医疗卫生领域中理论研究和实践探索
的重要课题医疗卫生服务进入市场的关键是如何进一步提高医疗资
源的利用效率而优化资源降低成本的重要途径是实行医疗资源重
组公立医院集团化则是医疗资源重组的主要实现形式和运行方式
本研究根据公立医院社会经济属性和医疗服务战略定位从公
立医院重组和发展战略角度出发以拟组建的上海 X 医院集团为案例
模型这是一个真实的案例出于保密原因隐去实名利用 SWOT
和价值链等战略研究工具对 X 医院集团化给予了战略分析进而提
出了可供 X 医院集团化发展所选择的重组类型和战略方案并对 X 医
院集团化战略目标管理模型运行机制信息网络及集团化战略实
施的方法步骤均作了科学论证和详尽勾勒研究表明公立医院集
团化是拓展医疗市场的有效途径和医院自身发展的战略抉择本研究
提出的公立医院集团化战略和发展路径的实证模型将对探索和建立
具有中国特色上海特点适合医疗卫生实情的现代医院制度和新型
运行机制提供了一套切实可行的管理模式和理论依据并对正蓬勃
兴起的公立医院管理体制改革具有直接指导意义和实际应用价值

STUDY ON THE STRATEGIES OF PUBLIC
HOSPITAL GROUP
ABSTRACT

Nowadays public hospital group is an important issue for theoretical
research and practical exploration in the fields of China’s healthcare system.
The key for the healthcare service to enter the medical market lies on the
further raising of the efficiency in using medical resources, while regrouping
medical resources is an important way to optimize the resources and reduce
costs and the public hospital group is a major form and operating mode for
the realization of the regrouping of medical resources. According to the
social economic attribute of public hospitals and the strategic orientation of
their medical service, starting from the developmental strategy for
regrouping public hospitals and bination of the current situation in the
restructure and development of China’s medical industry and healthcare
system, this study gives a plete, systematic processing. Induction
and summarizing of the motivation, basic conception, operating mode for
anization of public hospital groups and the advancement of the
existing public hospital groups at home and abroad. In the course of the
study, the essful experiences and theoretical results in the regrouping
strategy and development pattern have been seriously drawn and adopted
from China’s related enterprising groups and overseas hospita
