摘要
1993 年我国颁布了《国家公务员暂行条例》,经过十多年的实践
探索,公务员管理制度框架已基本具备,与此同时,公务员激励机制
也已初步建立。但是长期以来,我国公务员激励机制强调的是以薪酬
福利和晋升为主的外在激励,制度僵化,形式单一,忽视了公务员的
个体需要、意愿及个性,越来越显现出激励不足,因而对公务员激励
机制的完善显得十分必要和紧迫。
自 20 世纪 60 年代提出心理契约概念以来,其理论价值和实践意
义已经得到较为广泛的认同。公务员心理契约是指在政府行政组织与
公务员之间,公务员作为主体感知的非书面的、隐含的、动态的以及
未公开说明的相互的心理期望,影响着公务员的行为、工作态度和工
作积极性等。这种对公务员心理期望的强调,使得将心理契约引入公
务员激励机制的研究具有理论价值更具有实践指导意义。
本文的主要价值在于将心理契约引入公务员激励机制的研究。本
文主要可分为四部分:首先对心理契约、激励机制以及基于心理契约
的激励机制进行了理论综述。接着,基于公务员管理现状,分析将心
理契约引入我国公务员激励机制的必要性和可行性。然后,分析了基
于心理契约的公务员激励机制的原则、途径和流程。最后,提出实施
基于心理契约的公务员激励机制的关注点、制约因素和解决思路。

THE STUDY OF CIVIL SERVANTS’ MOTIVATION
MECHANISM
BASED ON PSYCHOLOGY CONTRACT
ABSTRACT
Chinese government published ‘the Temporary Statute of Civil Servants’ in1993.
For practicing more than ten years, Chinese Government has basically established the
frame of the civil servants’ management and the civil servants’ motivation mechanism.
However, for a long time, the motivation mechanism emphasizes the external
stimulant, and the policies are rigidified, and the formation is singleness. As the same
time civil servants’ requirement, personality and desire have always been ignored. So
it is necessary to improve the civil servants’ motivation mechanism.
The theoretical value and the practical significance of Psychology Contract have
been recognized widely since it was brought out. Psychology Contract is mutual
expectation and ligament between government and civil servants. It affects civil
servants’ behavior, attitude, performance, and satisfaction. The emphasis of civil
servants’ mutual expectation means it is valuable to study of civil servants’ motivation
mechanism based on Psychology Contract.
