基于住房支付能力评估模型的廉租住房保障范围研究
摘要
廉租住房保障制度是我国住房保障体系的重要组成部分,在保障公民居住
权,改善民生,构建社会主义和谐社会中发挥着重要的作用。目前我国廉租住房
保障的覆盖范围原则上已要求由城镇最低收入住房困难家庭扩大到低收入住房
困难家庭,并确定了“应保尽保”的目标。而现有的保障范围确定的方法和标准
已无法适应新的形势要求,因此如何从廉租住房政策的公平性和效率性出发,寻
求科学的方法,合理设置保障标准、确定保障范围,将真正需要保障的住房困难
家庭纳入到保障体系中来,就成为发展和完善廉租住房保障制度重要而紧迫的工
作。
本文根据廉租住房保障制度的功能和定位,结合“应保尽保”的目标要求,
从廉租住房保障的是无力支付住房市场化租金水平的住房困难家庭的角度,利用
住房支付能力评估理论、公平分配理论、住房“过滤”理论、住房补贴方式选择
理论等相关原理,构建了廉租住房保障范围确定的分析模型,提出了廉租住房保
障范围的确定应以能满足最基本生活水平支出和最基本居住水平的支出为基本
标准的确定原则。在分析最基本生活水平标准和最基本居住水平标准的确定方法
之后,结合住房租赁市场中房源供给结构的不同,对廉租住房的保障范围标准进
行了分类的定量探讨,提出了两种不同市场供给模式下保障范围确定的一般性方
法和标准。最后,利用住房支付能力评估模型对上海市廉租住房政策应覆盖的范
围标准进行了验算分析,对比了上海市现有准入标准与依据模型测算的准入标准
的差异,总结出上海市保障范围确定标准中存在的问题,并根据模型测算结果对
发展和完善上海市廉租住房保障制度提出了对策与建议。

ABSTRACT
Low-rent housing security system is an ponent of our housing security system,
which plays an important role in protecting the citizens ‘right to shelter’, improving the livelihood
of the people and building the socialist harmonious society. At present, our low-rent housing
security coverage has requested from the urban lowest-e families whom have housing
difficulties extended to low-e families whom have housing difficulties in principle, and
defining a goal of ‘do as we can’. But the existing methods and standards have been unable to
adapt to the demands of new situation, Therefore, how starting from the fairness and efficiency of
low-cost housing policy, seeking a scientific method, setting up a scientific and rational protection
standard and classified the real need to protect social groups into the security system is an
important basis work for improve the low-rent housing security system.
