建设城市和谐社区对策研究

摘要

从经济发展水平来看,我国目前正处于关键阶段,采取正确的政策措施,妥
善处理各种社会问题和矛盾,保持社会稳定和谐,经济社会就能快速发展。因此,
在社会经济迅速发展的同时,还必须主动调整社会政策和社会结构,中共中央总
书记胡锦涛指出,我们所要建设的社会主义和谐社会,应该是民主法
治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。而
作为社会最基层单元之一的社区组织,在巩固改革发展的成果,推动可持续发展,
维护社会稳定,促进社会和谐,重构社会结构,调整社会关系,化解各类矛盾,
建设和谐社会方面的探索就显得更为迫切。
社区发展的目的是为了提高人们的生活质量,社区的规划和建设应体现提高
社区成员物质和精神文化生活质量和整体生活素质的目标。而随着单位组织的瓦
解和社会分工的细化,“单位人”向“社会人”的角色转变也使得对社区的功能期
待,从提供社区服务延伸到整个地区的建设和基层社会的管理转变,但是,与此
同时,一些在原有体制下并不显著的问题和矛盾开始在近几年凸显出来,如人口
结构老龄化已经成为上海和长江三角洲地区社区的普遍性状况,而作为社会财富
主要创造者和后备军的青年群体,则显现出就业能力和愿望的贫弱,不仅如此,
从社区和谐的长远角度来分析,面对外来人口进入社区成为常住人口的趋势,不
同社会群体在文化的冲突与排异会产生文化鸿沟现象,并且成为社区乃至城市不
和谐的一个重要变数。对于这些问题,本文从社会心理引导、财政投入支持和组
织机构调整等方面出发,以务实的态度,试图探索推进和谐社区建设可行的措施
和对策,以供政府和学者参考。

ABSTRACT

As a view of economical development level, China is at the very
important stage. China is engaged in dealing with every social problems,
keeping the social harmonious stabilization, ensuring the rapid economic
development by the proper policies. Therefore, we should keep the rapid
increase, meanwhile regulate the social policy and social structures.
According to the direction pointed by Hu Jing Tao, the centrality
secretary-general of munist Party and the national chairman,
Chinese socialism harmonious society is the democratic, fair, friendly,
vigorous, stable society with harmony among human and nature. As the most
basic units of the society, community plays the important roles to solidify
the reform achievement, promote the continual development, keep the social
stabilization, hasten the social harmony, re-construct the social
structure, modulate the social relations, solve the conflicts, construct
the harmonious society.
