江苏省大学生就业政策研究
摘要

现阶段,伴随着我国高等教育培养规模的迅猛发展,大学生就业
中暴露出的问题越来越多,也越来越复杂。江苏作为教育大省,高等
学校的数量和在校大学生人数均居全国首位,省内毕业生人数增量和
总量庞大;同时,江苏还是经济大省,外省高校的江苏生源大多回省
就业,外省生源毕业生大量涌入,再加上全球性经济危机对江苏省实
体经济的直接影响冲击了就业市场,就业形势不容乐观。此外,江苏
省大学生就业中还存在着结构性矛盾大、灵活就业率居高不下影响就
业质量以及部分毕业生就业预期与市场差距较大等问题。
为了切实解决大学生就业当中的问题,缓解大学生的就业压力,
确保经济社会的和谐、可持续发展,维护社会稳定,江苏省在国家的
大学生就业政策框架上,出台了一系列促进大学生就业的政策,初步
形成了江苏省大学生的就业政策体系。这些政策的推行一定程度上缓
解了江苏省大学生的就业压力,解决了大学生就业中的一些突出问
题,但是并没有能够达到预期效果,有些政策还未能真正落实,成为
影响大学生就业的障碍。究其原因,主要在于:政策缺乏创新性,不
能体现出地区特点;政策不够健全,可行性不强;政策调节水平低,

影响政策作用的发挥;政策配套措施不完善;政策执行存在偏失;政
策落实中高校的主导作用发挥不明显等等。
为了更好地发挥大学生就业政策的效用,本文对美国、英国、日
本、瑞士等西方国家在促进大学生就业政策上的经验进行了归纳,并
总结出国外经验对江苏省的启示。在此基础上,提出了完善江苏省大
学生就业政策的几点建议,包括:加快建设符合江苏省地区特点的大
学生就业政策体系;进一步完善大学生就业的地方性法规;提高特殊
政策的可操作性和激励性;建设、完善覆盖全省的就业公共信息服务
平台;进一步规范就业市场、优化就业环境;注重发挥高校的主导作
用以及加快灵活就业毕业生的社会保障制度建设等等。

ABSTRACT

At the present stage,with the rapid development of the training scale
of higher education of our country, the problems revealed in the
university student employment are more and more and e
plex. Jiangsu province as a large education province, the
number of colleges and universities and the number of college and
university students rank the first in the whole country. The increments
and total number of undergraduates in the province are tremendous; At
