上海市食品安全监管对策研究
摘要
食品安全问题是当今社会关注的焦点问题之一。由于社会的发展和技术的
进步,人们的生活质量提高的同时,食品消费也从注重数量向注重质量和安全转
变。但近年来,上海市的食品安全状况却不容乐观,屡屡见诸报端和电视的食品
质量安全方面的各类事故,使老百姓不知买什么食品好,吃什么东西好。加快提
高食品质量安全水平成为我市迫切需要解决的重大问题,已经引起各级政府的高
度重视。07 年 8 月中央成立了产品质量和食品安全领导小组,显示了政府对加
强产品质量和食品安全监管工作的决心。笔者认为,由于市场经济的快速发展,
传统的食品监管体系已不适应发展的需求,建立高效的食品安全监管体系迫在眉
睫。近年来,各地、各部门对食品质量安全监管模式进行了积极的探索,如着手
构建食品安全综合保障体系,开展食品安全信用体系建设试点工作,建立食品安
全新闻发布制度等,在食品质量安全方面已取得了大量的成果。本文在已取得的
食品安全监管体系研究成果基础上,从宏观的食品质量安全监管工作层面进行了
研究和探索,从当前和长远的角度着眼,进一步认识食品质量安全问题的诸多方
面,找出影响食品质量安全各个因素,从企业、消费者、中介机构、政府部门等
多个方面入手,构建多管齐下的,实施以预防为主,科学高效和动态的保证食品
质量安全的有效监管模式。

SUPERVISION AND COUNTERMEASURE
ABSTRACT
With the development of society and technological, Food safety is
one of the focus questions that people pay closely attention to at present.
In the past,people only took care of food enough, but now people pay
closely attention to food safety and quality. However, the current food
safety situation of shanghai is not optimistic: the food poisoning incidents
of newspaper and media repeatedly make people puzzle what they should
buy,what they should eat. To improve food’s quality and safety e
very serious problem in shanghai. Governments at all levels are aware of
this issue. In August 2007, the Leading Group of food quality safety of
the State Council was established, it shows government'mitment to
further emphasizing the problem of food quality safety. The traditional
food supervisory system couldn’t follow the need of development during
the transition process of socialist market economic. It has already
extremely urgent to set up high-effective food safety supervisory system
