[摘要] 随着经济全球化的发展,全球船队规模不断扩张,国际海员劳务外派市场高级海员紧缺,国际海员供给转向发展中国家。拓展我国在国际海员劳务市场的份额,对缓解国内就业压力、增加居民收入和国家外汇储备、提高我国海员的整体素质、促进航运发展,具有积极的现实意义。本文通过对我国海员劳务输出现状和存在的问题进行分析,诸如海员自身素质、国内劳务市场的买方垄断、海员培训体制、海员工会的有限保护、海员法律法规建设方面。在综合研究的基础上,从海员培训机构、劳务中介组织和政府部门三方面提出建议和对策来提高我国海员外派国际竞争力,推进我国海员劳务外派健康发展。

Enhance petitiveness of Chinese seafarer labour service export
Abstract: With the development of globalized economy, the scale of global fleets is continuously expanding. Now because of the scarce senior seafarer in international seafarer labour market, the international seafarer supply is turning to developing countries. Expanding our share in international seafarer labour market has positively significances to alleviate the pressure of the civil employment、add the e of country and civilians、enhance the quality of the whole Chinese seafarer、promote the development of shipping. In this paper, the author analysed the current situation of Chinese seafaring labour export and some existing shortages which includes qualities of seafarer themselves、monopoly buyers in civil market、limited protection from seafarer labour union、backward legal institutions construction for seafarer. On the base prehensive research, from three aspects such as the maritime education、the intermediary agent and the government, this paper gives some advices to enhance the petitiveness of Chinese seafarer labour service export.
