我国城市公共文化服务建设研究

摘要

公共文化服务是指使用公共权力或公共资源来保障公民文化权利、满足公民基本公
共文化需求的服务。就国际化城市的发展趋势来看,将公共文化服务建设置于城市发展
的中心位置,促进和实现公民文化权利,是一些著名国际大都市文化战略选择的一个重
要特征。
公共文化服务建设的最终目的是为了保障公民文化权利的实现,而公民文化权利是
通过公民的文化活动来得以体现。近年来,我国城市公共文化服务建设呈现重心下移,
更加重视面向社区、面向文化资源共建和共享的趋势。随着现代社会中公民与社会的直
接接触越来越频繁,社会的各个层次也将逐渐承担起公共文化服务建设的责任,一些非
政府组织、社区以及公民正在成为公共文化服务建设的重要参与者。因此,如何依托社
会力量来促进公共文化服务建设,如何提高社会和公民的参与度,如何实现公共文化的
共建共享,构成了公共文化服务建设的重要内容。本文选取上海卢湾区社区文化活动中
心的公共文化服务建设实践作为个案分析,正是因为其所具有的典型性、代表性和示范
性。同时结合对“英国西约克郡剧院与周边社区的良好互动”、“美国波士顿剑桥公共
图书馆功能强大的公共文化空间”两个国际成功案例的分析和经验借鉴,对公共文化服
务建设中的文化政策导向、公共文化产品提供、文化资源共建共享等要素进行分析,试
图阐明当今时代城市公共文化服务建设的重心以及公民文化权利的实现路向。
本文力求通过对城市公共文化服务建设的理论渊源、现实背景及其创新价值等理论
知识体系的探讨,结合实证研究,尝试阐明并归纳梳理出其发挥作用的相关要素以及作
用机制,从而完成一次研究方法的学习与实践过程。同时,亦希冀该研究对更多区域的
城市公共文化服务建设有借鉴意义。

RESEARCH ON DEVELOPING URBAN
PUBLIC CULTURAL SERVICE IN CHINA

ABSTRACT

Public cultural service aims to protect cultural rights and fulfill civil
basic need for public culture by utilizing public power and resource.
Nowadays, more and more famous international metropolis regard
developing public cultural service as the core of their development
strategy.
As cultural rights should be realized through civil cultural activities,
our country these years has paid more attention to developing public
cultural service in munity, sharing and co-establishing the cultural
resource. Gradually, all the levels of the society begin to undertake the
responsibility in developing public cultural service, such as some
anizations, communities and civilians. So how to
promote public cultural service development by relying on social strength,
how to attract more and more civilians to participate, how to realize the
sharing and co-establishing of public culture have been the key questions
