整车制造系统绩效评价体系研究
摘要
整车制造系统工艺流程涉及发动机制造、零件冲压、车身焊接、
油漆、总装等制造过程,是一个大规模的、复杂的系统工程。在整车
制造这样一个车型多样化、生产方式多样化、管理目标诸多、工艺特
点不尽相同的生产系统中,如何建立一个客观、公正、全面的绩效评
价体系,来评价各个生产部门的管理绩效表现?上海大众汽车有限公
司制造系统要维护和建立具有竞争力的生产系统,亟需建立一套完整
的、又能体现重点的、帮助实现公司发展目标、又对未来工作有指导
意义的绩效评价体系。
目前各公司使用的绩效评价技术大致有如下几种:非系统的绩效
评价技术、基于关键指标的绩效评价技术、基于平衡计分卡的绩效评
价技术、基于目标的绩效评价技术、以素质为基础的绩效评价技术、
基于团队的绩效评价技术等。针对评价对象特点,选择一种或几种绩
效评价技术,建立一整套完整的、适当的绩效评价体系,来对整车制
造系统内的各个生产部门开展绩效评价;充分利用绩效评价结果,通
过对标方法,对各生产部门做出指导意见;将绩效评价结果与各生产
部门利益分配挂钩等,是本文研究的重点。本文通过关键指标分析、
平衡计分卡技术,通过目标分解、问卷调研、历史数据模拟、访谈、

跟踪,从财务、客户、运营、发展四个方面对具体指标进行分类和权
重设定,设计了具体指标的算法。同时,为了保证绩效评价的稳定性
和自我持续改善,更以流程的形式,将绩效评价过程定义下来。

ABSTRACT
The process of Auto manufacture includes engine manufacture,
parts stamping, white-body welding, body painting and auto
assembling. It’s a massive plicated systemic project. How
to build an objective, just-minded prehensive performance
system in such a manufacture system which products many types
of autos, having many management targets, and the craft of which
is of different kinds? It’s very urgent for Shanghai Volkswagen TF to
build such prehensive performance system which can also
emphasize the importance in management, help to reach the aimed
target pany, and instruct future work. It’s because of that
SVW manufacture system wants to maintenance and improve the
petitiveness.
There are some kinds of performance value methods which
are often used by panies at present. For example,
non-systemic performance method, performance technique based

on KPI, performance technique based on BSC, performance
technique based on object, performance technique based on
personal diathesis, and performance technique based on team, etc.
