治理视角下的城市社区警务研究
摘要
我国当前正处于经济高速增长,社会迅速发展,人口流动频繁的
历史阶段,社会发展在取得巨大成效的同时,社会矛盾也日益显现。
经济发展的不均衡,社会结构的不稳定所导致的社会问题往往会影响
到社会的治安稳定和人们的安居乐业。这样的社会环境形势给警务工
作也带来了前所未有的压力和挑战。因此,借鉴发达国家的成功经验,
顺应社会发展形势和公共安全的需要来完善与发展我国的社区警务
是未来发展的必由之路。
西方发达国家对于社区警务的实践始于上个世纪的 70 年代末。
80 年代末西方社区警务的思想引入我国,之后的十多年中,在全国
各地都开展了对于社区警务的理论研究和试点实践。但是,我国在对
社区警务的探索实践中由于受到社会发展条件和传统警务模式的影
响,在理念上和操作中存在一定的偏差和局限性。近年来,随着治理
和善治等理念在公共管理领域被更多的重视和运用,社区警务也被逐
步注入新的理念和内涵。本文从对社区警务的历史沿革着手,对社区
警务的目标、主体以及与相关警务的比较等进行了具体阐述。以上海
为例,通过对社区警务开展的现状及存在问题的分析,结合社区警务
和社区治理的价值取向比较,从治理的角度就如何改进社区警务提出
相关的思考和建议。

POLICING FROM THE PERSPECTIVE OF
GOVERANCE

ABSTRACT

China is now in the historical period of fast economic growth, rapid
social development and frequent population floating. With the great
achievements made through the social development, the social
contradiction has e more and more obvious. Social problems
resulted from unbalanced economic development or unsteady social
structure can often influence both the social stability and people’s
harmonious life, which brings forward unprecedented pressure and
challenge for munity policing. Therefore, our policing should
learn the essful experience from those developed countries in terms
munity policing, meet the needs of developing social situation and
public security, so as to develop and improve the munity
policing in our country.
The western developed countries have carried munity
policing since the 1970s. In the late 1980s, the concept munity
policing was introduced to our country. In the next 10 years, it was
widely studied and practiced throughout the country. Because of the
influences of social developing conditions and munity
policing mode, we have our own deviation and limitation in the way of
