摘要:任何一项改革和效益都是分不开的,改革就是为了追求最大效益的结果,因此可以说集体林权改革本质上也是一场效益改革。林业是个特殊的行业,集经济、生态和社会三大效益于一体,从而林权改革更能体现改革和效益的关系。本文通过对辽宁省集体林权改革情况介绍,从三大效益的角度分析和思考集体林权改革,找出其在三大效益中存在的问题,并进一步针对这些问题提出对策建议。

Analysis on Reform of Collective Forest Property Right System Ownership
from Three-effective in Liaoning Province

Abstract: Innovations can not detach from benefits. Innovation is the result of pursuing the most benefit. So we can say the essence of collective forest property right reform is an effect revolution. Forestry is a special industry, which gathering three benefits, economic benefit, ecological benefit and social benefit. Therefore, the forest property right system can explain the relationship between innovation and benefits well. The forest situation and the instance of forest forestry property right system reform of Liaoning Province were introduced, then the revolution was analyzed and considered basing on above three benefits, some problems were found and some suggestions on dealing with those problems were put forward.
