城市历史街区保护性更新规划探析--以太原市南华门历史街区

摘要
近年来,我国城市历史街区的保护尽管受到一定程度的重视,然而现实状况却
不容乐观,大量城市历史街区尽管编制了保护规划,但保护工作依然得不到有效的
实施。针对这种状况,论文围绕“历史街区的保护规划难以实施”这个问题展开探
索,发现问题的症结在于现行保护规划的价值观过于单一,局限于就保护论保护,
完全依赖政府,难以运作,使规划和实施脱节。本文提出从实施的角度编制历史街
区保护规划,将保护性更新的概念引入历史街区,得出历史街区保护性更新的基本
策略即小规模的规划分区、渐进式的实施模式和引入多元化的产业功能,在保护与
更新之间寻求一种有机的平衡。通过这些手段确保规划的有效实施。最后通过太原
南华门历史街区这一实例,运用保护性更新规划策略。
论文分为五章。第一章提出我国历史街区当前在倍受重视的情况下保护情况不
容乐观,大多数历史街区的保护规划难以实施运作,并从规划编制、规划实施、规
划管理三个方面分析其原因,提出历史街区的规划应该从实施的角度出发,进行保
护性更新,并进一步介绍了论文研究意义、内容、研究方法和框架以及相关概念。
第二章分析我国历史街区历史遗存的生存状况和街区主要问题,在目前仅仅重
视历史街区文化价值的基础上,提出历史街区还具有多元价值,并介绍了近二十年
我国历史街区的实践模式,为后文历史街区保护性更新规划策略打下基础。
第三章追溯了保护性更新概念的形成和发展,并分析历史街区保护性更新的基
本内容、相关模式和实施主体。
第四章提出历史街区保护性更新策略,通过小规模的规划分区、渐进式的实施
模式、多元化的产业功能将规划编制和实施联系起来,进而解决当前历史街区规划
难以实施的难题。
第五章是实例研究,在太原南华门地区进行保护性更新的尝试,规划的始末均
考虑到实施的可操作性,并采用方案探索的方式让保护性更新的灵活性、针对性凸
显出来,并在规划中专门的研究了规划实施策略确保规划的实施。

Abstract
In recent years, we attach importance to the conservation of historic district.
However, the conservational situation doesn’t promise well. A large number of historic
districts with a conservation plan can not be effectively protected. In response to this
situation, the paper probe into this topic, it is difficult to implement the conservation
planning of historic district, and find out crucial reason that the protection of conservation
planning theory of protection, planning and implementation of the main single cause
protection fund rely on the Government, difficult to operate, planning and implementation
of the out of touch. Then it put forward a solution that we should drawing up the
conservation planning from the view angle of implement and draw into the concept of
conservational regeneration. And es to a conclusion that small-scale planning areas,
