【摘要】近年来,由于大力改革城市基础设施融资制度,向社会实行招商已成为现在重大市政工程建设的一种趋势,在这种新的形势下,有关市政工程建设代建制管理模式也开始在进一步推行和普及。面对这种全新的市政工程建设管理模式,作为业主——市政工程管理方面,如何加强整个市政工程项目的管理,这对于促使整个市政工程项目建设在其工程进度、工程质量、工程成本以及工程安全方面达到最佳最优状态具有极其重要的现实意义。

abstract: in recent years, thanks to reform the city infrastructure financing system, social practice to investment promotion has e important municipal engineering construction now a trend, and in the new situation, the municipal engineering construction management mode also began acting system in further implemented and popularity. facing this new municipal engineering construction management mode, as owner, municipal engineering and management, how to strengthen the entire municipal engineering project management, this to make whole municipal engineering projects in the project schedule, engineering quality, engineering cost and the project safety aspects to achieve the best optimal state has very important practical significance.

1、引言
所谓市政工程建设代建制是这样的一种制度,政府主管部门(投资方)对于有关负责建设工程项目实施这个问题,是以招标这种方式来向社会上那些专业化项目管理单位进行选择,并对整个市政工程在有关工程投资、工程质量以及工程工期方面做出严格的控制,在市政工程项目建成竣工后,进行负责移交给使用单位(政府部门)。由此可见,市政工程建设代建制是一种全新的工程项目管理模式,这种具有创新特点的工程项目管理模式,其最主要目的就是要是工程质量尽可能的得到保障、要使投资效益尽可能的得到大幅度提高,在此基础上来促使工程项目管理尽可能地朝着科学化和专业化这两个方向发展。但是在当前这种形势下,这种全新的市政工程建设代建制管理模式同样也还
