建筑工程质量既是社会关注的热点,又是各级建设行政主管部门管理的重点所
在。目前,我国实行的工程质量监督管理体制是竣工验收备案制度,从建筑工程质
量的现实情况来看,工程质量管理体制的实施力度和效果并不理想。为提高政府对
工程质量监督管理的效能,本文提出,必须转变传统的管理思想,变原来的跟踪调
节为预期调节,实现对工程质量管理的预期控制和事前管理。
本文首先通过总结国外工程质量管理模式与实践经验和分析我国工程质量管理
体制沿革,提出了建筑工程质量指数概念,并对其内涵、特点、编制原则、步骤以
及方法做了深入研究。在理论研究的基础上,以武汉市为背景材料集中展现了建筑
工程质量指数的具体编制过程。通过原始数据的分析整理、综合评价指标体系的确
定、各级指标的赋权以及建筑工程质量指数计算方法的选择和指数分析模型的建
立,本文构建了较为规范的建筑工程质量指数体系。文章最后还探讨了建筑工程质
量指数的基本功能、具体实施方案以及应用策略。
本文的研究成果一方面可以为政府建设行政主管部门对每个时期制定科学的决
策和行之有效的措施提供重要依据,实现对建筑工程质量的预期控制和事前管理;
另一方面可以为社会提供统计信息,加强社会对建筑工程质量的监督和引导建筑施
工企业的健康发展。

Abstract
Construction quality has e a hot issue to the society as well as the key factor
government focuses on. At present,the quality supervision and management methods of
construction in China is the acceptance and filing system. But the effect of quality
supervision and management is not satisfactory considering the actual situation of
construction quality. In order to enhance the effectiveness of the government’s quality
supervision and management, we must reform the traditional management methods,
replace the original tracking adjustment methods by expected adjustment methods and
realize the expected controlling of construction quality management.
By analyzing the construction quality management models abroad and the evolution
of construction quality management methods in China,this thesis first proposes the
concept of construction quality index, and makes a thorough study on its features and
compiling principles, steps and methods. Based on the theoretical studies, this thesis
explains the process piling construction quality index by using Wuhan as the
background material. Through the collection and selection of the original data, the
establishment prehensive assessment index regime and the determination of index
weight, this thesis establishes a canonical and exercisable quality index system of
