摘要
货物原产地俗称货物的“国籍”。原产地规则是确定国际贸易货物“国籍”的判别标准。原产地规则作为一项专业很强的工作,被公认为国际海关的三大技术之一。近年来,原产地规则越来越受到世界贸易组织、各国政府和企业的高度重视。随着国际形势的不断变化,原产地的研究已显得尤为重要。在国际贸易的多边、双边领域通过原产地规则更好的维护和保障本国经济产业利益,已经成为各国政府共同关注的课题。面对当今复杂的国际贸易环境,如何更好地研究与利用原产地规则,对发展中国家的意义尤为重要。
本文是针对发展中国家利用原产里规则的现状进行阐述研究,为发展中国家利用原产地规则提出建设性意见,从原产地规则的利用入手,运用所学国际贸易学科中的诸多理论,首先介绍原产地规则的基本概况。其次针对主要发展中国家中的典型的贸易大国对应用原产地规则的状况作出分析,找出发展中国家在应用原产地规则中存在的问题,并且找出导致这些问题的原因所在。最后,也是文章的重点部分所在,针对发展中国家利用原产地规则现存的问题,从各个国家及政府本身提出了一系列发展中国家利用原产地规则的发展策略。

Abstract
The origin of monly known as the "nationality" of goods. Rules of origin is the criteria to determine the "nationality" of international trade goods.
Rules of origin as a highly professional work, is recognized as one of the three technologies of World anization(WCO)
In recent years, rules of Origin gets more and more emphasis from WTO, governments and enterprises. With the changing international situation, the research of the origin has been particularly important.
How to protect the national Economic interests by rules of origin in the field of multilateral and bilateral international trade has became mon concern. facing today'plex international trade circumstance, how to study and use rules of origin better is particularly important to developing countries.
This thesis is aimed at expounding and researching the developing countries take advantage of rules of origin, putting forward constructive Suggestions for developing countries from the use of rules of origin, utilize the theories of the international trade, first introduces basic overview of the rules of origin.
Second, analyze the situation to the rules of origin of the developing countries especially the typical trade power, find out the reason causing these problems
