Executive summary
The Government response to the Garrick Report stated that they wished to see a “sector which encourages and achieves equal access for everyone who has the potential to benefit from higher education regardless of the individual’s social or economic background”. The Scottish Higher Education Funding Council (SHEFC) has been asked to continue existing work to widen access and to continue to work with institutions to achieve equal access for everyone with the potential to benefit. Following on from the National Conference on Widening Participation in higher education which was held on 1 May 1998, the Council has also been asked to work with the Scottish Office Education and Industry Department (SOEID) to establish a baseline for the participation by different social groups and different localities in higher education in Scotland; and to monitor progress against that baseline over ing years in the achievement of equal access. missioned this report as the first step in this process of establishing a baseline.
