摘要:本文从现行标准、技术重点以及检验能力等方面深刻剖析我国化妆品检验技术现状,并针对存在的问题,思考如何建立健全的化妆品检验技术体系,有助于提高我国化妆品监管效能。

Status and Development Tendency of China Cosmetic Inspection Technology System

Abstract:The status of the China cosmetic inspection technology system was analyzed from three aspects, which are the current standards, key technologies, and inspection capabilities. The problems of the system were raised. And their countermeasures were given in detail, aiming at establishing and perfecting the construction of the cosmetic inspection technology system.

随着化妆品相关科学的高速发展,化妆品早已不再是单纯的化学工业品,而是与人的健康紧密相关的产品。如何建立健全适应中国国情、监管有效的化妆品检验技术体系是化妆品质量监管部门在新形势下面临的新挑战。本文从现行标准、技术重点以及检验能力等方面深刻剖析我国化妆品检验技术现状和存在的问题,提出构建完善的化妆品检验技术体系建设的相关对策。
1 现行标准
截止2011年底,我国已发布实施化妆品国家标准46项、行业标准123项,《化妆品卫生规范》(2007年版)中涉及毒理学、卫生化学、微生物和功效评价共50多项检验方法,近两年国家食品药品监督管理局也发布了35项化妆品检测方法,上述标准是目前我国化妆品检验机构主要参照的技术准则。
2 技术重点
目前我国质检系统主要依据《化妆品卫生规范》(2007年版)[1](以下简称《规范》)。《规范》最早发布于1999年,先后于2002年、200
