摘要
城市住宅问题长期以来是我国城市建设和改善居民生活条件最难解决的一个问题,也是历届政府极其重视的一项政策问题。问题出现了,就要有相应的方式来解决,那么选择合适的有效的政策工具就显的极为有必要和重要,因此政策工具就扮演了突出的角色。从建国以来60年间,城市居民住宅问题便一直处于不断发展变化之中,与此同时,住房政策[1]便产生并且随之更新。回顾我国住房政策举步维艰的改革历史从改革进程中对比不同工具的优缺点,找到合适的政策工具以实现住房政策的制度变迁,便成为了当前我国住房政策改革亟待解决的关键问题。

Abstract
City housing problems for a long time is China's city construction and improve residents living conditions of the most difficult a problem, also is the previous governments attach great importance to a policy problem. Problem, must have the corresponding solution, then choose the right effective policy tools on the significant is very necessary and important, therefore the policy tools will play a prominent role. From 60 years since the founding, city residents housing problems and has been in constant developing and changing, at the same time, housing policy will produce and then update. Review of China's housing policies ropey reform history from the reform process of the advantages and disadvantages of different tools contrast, find the appropriate policy tool to realize the system of housing policy changes, and are part of the current situation of China's housing policy reform in the key problems to be solved.
