城市污水处理厂的建造和运行涉及因素众多,其效能影响重大深远。为了保证方案
选择的合理性、总体决策的正确性以及系统的优化性,为最终方案的确定提供可靠依据,
对所有影响因素进行评价是十分必要的。而城市污水处理厂的经济评价,更是某个方案
实施可行与否的重要依据。在保证污水处理效果的前提下,通过降低成本,减少运行费
用和基建投资等途径来缩减资金投入,达到经济最优化,因此对其进行经济评价就成了
一个必不可少的环节。
本文以某污水处理厂作为研究对象,以层次分析方法和模糊综合评价方法为基础,
从技术性能、环境影响、经济效益等三个方面选择了具有代表性的 11 项评价指标,建
立了城市污水处理厂的经济运行评价体系,对城市污水处理厂经济运行评价的理论框
架、指标体系建立、模型生成及其应用进行了系统的研究,并结合实例论证了研究结果,
对该项目的经济运行结果进行评价分析。
通过财务分析法、层次分析法、模糊数学法的应用,在广泛查阅资料的基础上,对
其中可量化的指标进行了较为科学的量化以及标准化,对指标体系中的定量和定性指标
做了研究分析,找出更合适、更经济、更优化的工艺,达到节约能源、优化效率的目的。
通过实例检验了理论及方法的可行性。在财务分析法、层次分析法、模糊数学法的
基础上,通过对 A2/O-MBR 和 A2/C+BAF 两种工艺进行比选,从最后评判结果中选择
A2/O-MBR 作为该污水处理厂的最终工艺。
通过对一个污水处理厂进行各种经济评价,了解其在项目实施上的可行性和必要
性,从客观上反映了系统要素对整体的影响,使评价结果更为全面、科学、合理,为优
化新建污水处理厂的设计方案和现有污水处理厂的改扩建方案提供了一定的理论依据。
通过总结研究成果和其中不足,指出了本论文需要进一步研究和完善的内容,强调
了应加快自动化进程,以及对数据的监测控制,加大评判矩阵选择的范围,使评价体系
更趋完善。

Abstract

The construction and operation of municipal sewage treatment plants involves many
significant and far-reaching effects of its effectiveness. In order to ensure correctness of
selection, rationality of overall decision as well as the optimization of the system, and provide
a reliable basis for the determination of the final program, it is necessary that all factors must
be evaluated. Economic evaluation of municipal sewage treatment plant, is an important basis
whether it is feasible. Under the premise of high sewage treatment effect, we can reduce the
capital input by reducing cost, decreasing operating costs and infrastructure investment, and
achieve economic optimization. So it is an essential part of economic evaluation.
The text takes a sewage treatment plant as a research object, takes the Analytic
Hierarchy Process and prehensive Evaluation as foundation, and chooses 11
representative items evaluation index from three aspects of technology performance,
environment effect, and economic benefits, has established the evaluation system of economic
operation and evaluates
