精益生产是世界先进的管理工具,经过国内外多个行业、企业的应用实践证
明,有着优秀的管理理念、解决问题的思路和方法。电力行业是一个相对特殊的
行业,面临着环境的变化和内外部更高的要求,既要努力提高电力企业核心竞争
力,又要更好的履行企业社会责任,有提高管理水平和经济效益的强烈需要,也
有探索更有效的管理方式的需要。
本文重点研究了精益生产在电力企业中应用的方式方法和实施模式,对于是
否可用、用什么、用在哪里、如何使用的问题结合精益生产思想进行了深入分析
和探讨,为具体实施奠定了理论基础。同时本文密切结合实践,探讨完善了适合
于电力企业应用的精益生产项目应用模型,将电力企业、精益生产、项目管理三
者有机结合,对模型的八个步骤进行了详细的分析和研究,应用了项目管理的思
路和相关工具,每一个步骤都体现了精益生产思想的精髓。
本文的研究密切结合电力生产实际,有自己的独立见解和实践基础,为项目
的高效实施,在实际操作层面进行了有益的探索。
最后,介绍了本人主持并全程参与的 10kV 故障抢修精益生产项目,此项目
既涉及较多的内部管理环节,也涉及到为用户服务的社会责任,应用本文论述的
应用模型实施,取得了很好的效果,对电力企业有一定的代表意义。

ABSTRACT
Lean production is the world's advanced managerial tools. It is a kind of the
excellent managerial theory and concept, problem-solving ideas and methods, which
is proved through the application and practice from lots of domestic and abroad
industries and enterprises. Electric power industry is a relatively special industry,
which is facing the change of environment and the internal and external higher
requirements. Therefore, it is necessary and needed to improve electric power
enterprise petitiveness, to better fulfill the social responsibility of the
enterprise, to improve the level of management and economic benefits and to explore
those more effective managerial modes.
This paper mainly focuses on the research for the application methods and
implementation mode of lean production in electric power enterprise. To profoundly
analyze and discuss several problems with the theory and concept of lean production,
which are its availability, with what, in which and how to use. Those things
above-mentioned establish theoretical basis for specific application of lean production.
This paper, meanwhile, discusses and perfects a serial of project application mode of
lean production which is suitable for eight steps of the mode through an effective
combination of the electric power industry, lean production, project management .
Each step reflects the essence of le
