摘要
在全面建设小康社会的新时期,提升公共服务水平、提供更多更好的公共物品来满足人民群众日益增长的需求,成为我国政府面临的重要课题。本文就是针对这一现实要求,在治理理论的视野下,以合作治理网络为着手点,探讨了公共物品供给的有效途径,即:打破政府垄断公共物品供给的状态,引导私营部门和社会力量参与到公共物品的供给中来,建构政府—市场—社会三位一体的公共物品供给多元化格局。首先对公共产品的相关概念进行了界定,包括公共产品的概念、特征和分类。第二部着重阐述了“政府失灵”、“市场失灵”及“志愿失灵”。第三部分指出在本文所建构的公共物品多元化供给模式下,政府、市场和社会各司其职,分别在不同的领域和层次承担着公共物品供给的职责;但是,它们又相互合作,在公共物品多元化供给网络中整合资源、优势互补。在分工与合作机制的作用下,公共物品多元化供给模式将带来为公共物品的最优供给。最后本次的论文就是研究我国公共产品供给,发现其中出现的问题并对其进行分析,而后提出相应的对策

Abstract
In the process of developing a well-off society, it is necessary for our government to upgrade its service and provide more and better public goods, in order to match the increasing social needs. Aimed at this, this paper is trying to find a effective way of public goods provision, based on the Public Governance theory. And the way is to give up traditional government-monopoly public goods provision mould, introduce private sector and other social subject to public good provision system, and construct a integral government-market-society structure of public goods provision. The first part introduces the concept, characteristics and the classification of public goods. The second part analyze "Government failure", "Market failure" and” Voluntary failure”. The main meaning of the third part of the paper is as follow: under the new public goods provision system built in this paper, the government, the market and the society have their own responsibility in public goods provision fields. But they also corporate with each other to integrate resources. With the division and corporation mechanism, the multi-provision mood will bring to best provision of public goods. The last part of this paper is to analyze the problems existed in the supply of public-goods in china and to do deep research of relevant solutions, based on relevant theories in china and abroad. The writer hopes to raise some no
