西北及少数民族地区电子政务建设是我国电子政务建设的重要环节,由于经济社会发展不平衡、信息技术观念差距大、电子政务人才分布不均、缺乏统一的建设模式等原因,出现了信息化进程极为缓慢,电子政务的建设参差不齐的现象,是我国电子政务建设体系中最为薄弱的环节。
本文通过对电子政务本身的了解和宁夏回族自治区电子政务的全面调查研究,深入剖析宁夏回族自治区电子政务建设现状,总结分析区内各级政府电子政务建设中存在的问题,并深层的挖掘相应原因。结合国内外相关文献,针对现阶段自治区电子政务存在的问题,从各级政府电子政务建设的客观实际出发,结合国内外先进的建设理念、值得推广的建设模式和已趋于成熟的建设成果,在宁夏自治区政府电子政务资金投入、改善信息化基础设施、提升思想认识、管理体制改革、人才队伍建设等方面,提出建设性对策。力求解决影响宁夏回族自治区各级政府关于电子政务发展的实际问题,构想适合本区内电子政务建设的应用模式,以期为西北乃至全国少数民族地区各级政府电子政务的健康有序发展提供参考。

Abstract
