Abstract—With the vigorous development of university research projects, scientific research management faces enormous
challenges. As in all scientific research management prevalent in the management of intensive, scientific research is not
standardized, research funding management process is imperfect, the control of the budget is not enough for teachers, in order to
solve these problems, reduce the workload of research management, standardlize the scientific research management and fund
management, and control the budget in advance, we designed and built a research management information system , at present
the system has been promoted using in Tsinghua University, and be proved good effect.

摘要随着高校科研项目的蓬勃发展,科研管理面临着巨大的挑战。由于在各高校科研管理中普遍存在管理工作强度大、
科研管理不规范、科研经费管理流程不完善、对教师预算的控制力度不够等问题,为了解决上述问题,降低科研人员管理工作量,
