摘要
绩效评估是20世纪早期西方国家政府部门引进的一种管理工具,通过评价政府的工作成果和管理效率来提高政府的治理水平、改善政府与社会的关系。中国地方政府的绩效评估体系构建处于刚起步阶段,价值取向因素在绩效评估体系构建的过程中充当指导性的地位,价值取向是整个绩效果评估体系的灵魂和核心,从战略与全局的高度影响和制约着地方政府绩效评估的各个构成部分。当前,我国在政府绩效评估价值取向上尚没有系统的指导理论。这一现状导致我国地方政府在进行绩效评估的具体过程中产生很多不良的导向。随着经济社会的发展和政府职能的转变,我国地方政府在绩效评估价值取向问题在理论研究范式和实践方面都面临着挑战。
本文从学理层面分析了我国政府职能与政府绩效评估价值取向的辩证关系,运用公共治理、服务型政府、新公共行政等理论和方法,从实践层面对我国各层级地方政府所处的战略地位和其职能进行分析,论证在现阶段我国地方政府绩效评估价值取向上所面临的困境和发展方向。最后,总结得出完善我国地方政府绩效评估价值取向体系的总体思路和方法,提出各层级地方政府在绩效评估中应该具备的价值取向,使我国地方政府的绩效评估走上科学化、制度化的道路。

ABSTRACT
Early 20th century Performance Evaluation e a management tool in western countries’government the evaluation results and management efficiency to improve the level of the government's governance and the relationship between government and society. China's local governments to build the performance evaluation system is just in the initial stage. The role of value orientation factors in the performance evaluation system is guiding. Values orientation is the core and the soul of the performance evaluation system,and restricts the variety parts of local government performance evaluation system from a strategic height. At present, there is no guiding theory of China's local government’s value orientation of Performance Evaluation . This situation led to a lot of bad direction in China's local government’s Performance Evaluation. With the economic and social development and the changing of government functions,our government face a lot of challenges in the field of values orientation of Performance Evaluation, in particular the theoretical research and practice.
