摘要
在工程建设的过程中,采用招投标制度是一项较为成熟的国际通行的市场交易方式。实践证明,工程招投标制度是比较成熟而且科学合理的工程承发包方式,也是保证工程质量、加快工程进度的最佳办法。这种制度不仅可以促进整个建筑行业的健康发展,而且有利于经济秩序的顺利运行。我国从上世纪八十年代开始引进招投标的承包方式,经过近三十年的发展,以及1999年颁布《中华人民共和国招标投标法》后,我国工程招投标制度的发展日臻完善,并逐步确立了一个“公开透明、竞争有序”的招投标交易市场。但不可否认,我国现行的工程招投标制度还存在诸多问题,这些问题的解决有赖于我国政府进一步完善法律法规、加强行业规范的监督,为所有的市场交易主体创造一个规范有序的市场竞争环境。
本论文主要以当前我国工程招投标的基本内容为研究对象,在概括了关于工程招投标基本理论的基础上,细致分析了我国工程招投标存在的若干问题,并提出了解决这些问题的策略,希望能为我国工程招投标行业的健康发展做出一点点贡献。解决这些问题对促进工程招投标市场的合理竞争,提高投标行业的竞争力,节约国家资源,保护国有资产有正面意义。

Abstract
In the process of engineering construction, the bidding system is a relatively mature international prevailing market way to trade. Practice has proved that engineering bidding system is more mature, scientific and reasonable project contracting way and it can also guarantee the engineering quality, speed up the construction progress. This system can not only promote the healthy development of construction industry, but also is beneficial to the economic order running smoothly. From the 1980 s in our country started to introduce the bidding contracting way, after nearly 30 years of development, and in 1999 promulgated the Bidding Law of the People's Republic, China engineering bidding system development is being perfected, and gradually establish a "public transparent, competitive and orderly" bidding market. But there is no denying the fact that China's current engineering bidding system has many problems, the solution of these problems depends on our government further perfect laws and regulations to strengthen the supervision of the industry in order to create a standard and orderly petition environment.
This thesis talks mainly about the current the basic content of the bidding project as the research object, this paper sums up the basic theory about the project bidding.
On the basis of the careful analysis in engineering bidding existing problems, and puts forward the strategy to solve these problems. The author hopes to help our count
