摘要
进入21世纪以来加工贸易仍然占据我国对外贸易的“半壁江山”。据统计,我国加工贸易进出口额由2000年的2032亿美元逐步上升到2010年10649亿美元。在此期间除2007-2010年外,中国加工贸易进出口额占中国货物贸易进出口贸易总额的比重稳定在48%左右。
与此同时我国加工贸易存在增值率不高、技术含量低、高耗能高污染等弊端;另一方面我国加工贸易的对象主要集中于西方发达国家并积累了大量的贸易顺差,这使得近年来我国与西方国家的贸易摩擦日益增多,也使得人民币升值的压力进一步加大。鉴于此,我国政府制订了一系列促进加工贸易转型升级的政策。在新的政策背景下,我国将如何利用政策手段促进加工贸易的转型升级已成为国内外的关注焦点。
随着中的逐步提高,我国加工贸易也得到快速发展。本文从我国加工贸易的发展特点、现状着手,首先分析了中国加工贸易发展中存在的问题、加工贸易发展的特点、加工贸易对中国经济发展的积极作用,之后提出了解决这些问题的政策建议及未来加工贸易的转型方向。

ABSTRACT
Go to the "half" of processing trade in the 21st century continues to occupy our country's foreign trade. According to statistics,China's processing trade import and export volume gradually increased from $ billion in 2000 to trillion . dollars in 2010. During this period except for 2007-2010, China import and export of processing trade accounted for the proportion of Chinese trade in goods import and export volume stabilized at around 48%.
At the same time China's processing trade value-added rate is not high, low technical content, the drawbacks of high energy consumption and high pollution; the other hand,the object of processing trade in China is mainly concentrated in the Western developed countries and has accumulated a large amount of trade surplus, which makes in recent years China and Western countries,trade friction is increased, and also makes a further increase of pressure on RMB appreciation. In view of this, the Chinese Government has formulated a series of policies to promote the upgrading of processing trade. The new policy context,how to use policy instruments to promote transformation and upgrading of processing trade has e the focus of attention at home and abroad.
With the gradual improvement of the level of economic development,China's processing trade has also been a rapid development. Development characteristics of China's processing trade,the
