为了进一步加强对当今发达国家工程造价管理的认识,深入了解国外工程造价管理的
本质,为借鉴先进的工程造价管理理念、思路和方法提供依据。本文旨在通过对国内外工程造价管理政府调控、计价依据、计价模式、工程造价咨询机构等方面的比较,分析目前我国工程造价管理的现状,借鉴国外的工程造价管理的情况,通过对比分析指出我国工程造价管理的问题,并提出针对性的建议,以实现工程造价管理的科学性、可行性。

Title:An analysis of the present situation of domestic and foreign project cost management system of parison
Abstract:
in order to further strengthen the understanding of today's engineering cost management in developed countries, a thorough understanding of foreign engineering cost management Nature, to draw lessons from advanced engineering cost management concept, ideas and methods to provide the basis. 前言
工程造价管理有两种含义,一是建设工程投资费用管理; 二是工程价格管理。建设工程的投资费用管理属于投资管理范畴,是为了达到预期的效果( 效益) 对建设工程的
投资行为进行计划、预测、组织、指挥和监控等系统活动。而工程价格管理,属于价格管理范畴。[1]
工程造价管理的基本体制是一个国家或地区工程造价管理的基础。由于工程造价确定的主要依据是工程量和单价两大要素, 所以任何国家或地区的工程造价管理基本体制主要体现在对于工程项目的“量”和“价”这两个方面的管理和控制模式上。
