摘要
自改革开放后,我国迅速融入进世界市场,并逐渐建立起社会主义市场经济体制。在我国经济飞速发展的同时,城乡发展失衡的问题也日益凸显,城乡差距越拉越大。这与我国建设社会主义和谐社会是背道而驰的,因此,我国政府需要把注意力转移到广大农村地区,构建出一个基础服务型政府,促进农村社会经济的发展。在西方公共服务理论兴起和国际化、市场化发展的背景下,我国建设基层服务型政府是解决“三农”问题、促进城乡一体化发展的重要途径。本文分析了我国构建基层服务型政府所取得的成就和存在的问题,并进一步探讨从转变政府职能、理顺县乡关系和推进基层政府行政体制改革等角度来构建基层服务型政府。

Analysis on the Construction of Chinese Service-oriented Grass-roots Government
Abstract
Since Reformation and Opening, our country integrates the world market rapidly and establishes the socialist market economy gradually. With the rapid development of China’s economy, our urban and rural development in a lopsided development, which represented by urban and rural difference’s enlarge. It runs counter to the construction of our socialist harmonious society. Therefore, our government should pay attention to rural areas and build up a service-oriented grass-oriented government to promote rural economic development. With the rise of the Western public service theory and under the background of internationalization and marketability, it is a significant access to solve”3 farming” and to promote urban and rural unifinication to develop by constructing the service-oriented grass-roots government. This paper analyzes achievements and problems of the construction of Chinese service-oriented grass-roots government, and further inquiries the construction in terms of changing government functions, straightening out relations between counties and villages, and accelerating grass-root government’s administrative reformation.
