摘要:本文分析了我国中小企业的创新现状,提出了中小企业产权制度、领导机制、企业文化、激励机制等值得注意的问题。笔者认为,中小企业应通过建立合理的组织机构,形成规范的决策程序,建立有效的激励机制,建立和完善评估与控制制度等措施,构建一套良好的包括组织、决策、激励、控制在内的创新机制,以保证我国中小企业拥有持续不断的创新能力,提高我国中小企业的竞争能力。

Abstract: This paper analyzes the innovation of small and medium-sized enterprises in China present situation, proposed the small and medium enterprise property rights system, leading mechanism, enterprise culture, motivation mechanism problems. The author thinks that, small and medium-sized enterprise should establish anizations, the formation of the regulation of the decision making process, and establishing an effective incentive mechanism, establish and perfect the system of evaluation and control measures to construct a set of good anization, decision, incentive, control, the innovation mechanism, to ensure that the medium and small enterprises in China have constant innovation ability, improving petition ability of small and medium-sized enterprises in China.

一、绪论
稳定的政治环境和迅猛发展的市场经济给人们更多的机会去创办自己的企业,众多的中小企业如雨后春笋般出现,为当代中的中小企业占注册企业总数的90%,中小企业工业总产值和实现利税分别占全国的60%和40%;流通领域中的中小企业占全国零售网点的90%以上,中小企业还提供了大约75%的城镇就业机会和60%的出口总额。中小企业已日渐成为企业家族中一支不可忽视的重
