Abstract: As the equilibrium result of games among social interests of varied groups, pensation
mechanism will adjust the present situation in which economy and environment are uncoordinated. Because
of this, it will e the important realizing mechanism of constructing a harmonious society. China is one
of the earliest countries that carries out pensation in the world. During recent years, the central
government and some provinces / districts of China have continuously explored pensation
mechanism, achieved valuable experiences, and put forward lots of effective management means and tools, all
of which reflect features and demand of pensation theories. While in the concrete practice, ar-
eas directly benefiting from regional ecological services belong to various administrative regions and finance
of different grades. There
