企业高技能人才现状分析及开发策略研究
【摘要】目前高技能人才的短缺,已经严重影响了我国经济的发展,成为制约我国经济发展的瓶颈。这一状况如果不尽快改变,势必影响到我国全面建设小康社会的进程。
本文以从多个角度,提出了具有现实意义的对策建议,力求为解决高技能人才短缺这一状况提供一套行之有效的设计方案。为了论证这一方案的科学性和合理性,本文首先对我国高技能人才短缺的状况进行调查研究,分析其主要原因,并以高职院校教学培养目标应定位于“高技能人才”的依据作为本文的理论基础。其次,在调查研究的基础上,借鉴国外经济较发达国家高职教育的先进经验,结合我国的实际情况,从宏观和微观两个方面对我国高技能人才的培养途径进行研究和探讨,并最终得出本文的结论,即高职院校(以工科为主)的培养目标应定位于高技能人才。本文试图通过引入专用性人力资本投资理论,剖析出现此问题的症结所在,进而提出有针对性的解决策略。

Abstract
At present, the shortage of high-level mechanics has seriously affected development of our national economy, it has e the bottle-neck restricting country's economy. If this situation could not be improved soon, inevitably it will hinder the process of all-round well-off society construction.
This essay puts forward realistic suggestions from different aspects, in a pursuit of finding one effective scheme for solving the situation of high-level mechanic shortage. In order to demonstrate the scientific idea and rationality of this scheme, firstly this essay makes investigation and study over the shortage of high-level mechanics, analyze his main reason, takes the advanced vocational education's aim which is to train high-level mechanics as the theoretic foundation of this essay. Secondly, based on the investigation and study, the essay uses the advanced experience of more developed countries for reference, combines it with our country's real situation, from both macro and micro aspects, makes study and probe over the means of training high-level mechanics, in the end, the conclusion of this essay is drawn, that is the aim of advanced vocational training(take industry science as the core)should be positioned to train high-level mechanics.
