黄河水权转换成效及
进一步开展的目标与措施

摘要:黄河水权转换一期工程实施取得了预期的效果,但亦存在一些问题需要研究解决。为进一步解决黄河流
域内工业发展用水缺口问题, 提出黄河水权转换二期工程工作的重要抓手为调整种植结构和大力发展设施农
业;水权转换仍要充分体现政府引导行为和宏观调控,同时兼顾市场机制;要坚持以工程措施为重点,节水工程
与新增工业项目一一对应的原则;强调高耗水、重污染项目禁止参与水权转换。

Abstract:Although first-stage project of water right transfer in Yellow River basin achieve the predict effect, there exist some
problems to solve. It suggests four points in this paper to solve the problems of water shortage in industry development in
Yellow River basin: firstly, the second-stage project of water right transfer in Yellow River basin must focus on adjusting the
structure of plants and developing facility agriculture; secondly, water transfer must reflect the Government's macro-control
and guide behavior, and take into account the market mechanism at the same time; thirdly, insisting on the rule of taking
engineering measures as a key point and water -saving projects corresponding with the new industrial projects; finally,
emphasizing that the project with high water consumption or heavy pollution be prohibited from water right transfer.
